The Non Resident Kerala Welfare Fund Board which had its meeting recently in Trivandrum Kerala has called upon all expatriate Malaylees to enroll into the fund. “Several issues were discussed main among them being creating awareness about the fund. The board has called upon all expatriate Malaylees to enroll into the fund. In this regard the board solicited the support of Malayalees associations in the Middle East” said P. M. Jabir who was recently appointed to the board of directors of the NonResident Keralites (NRK) Welfare Fund by the state government of Kerala India. Jabir also informed that as per the new rule it is not necessary to attest the form at the time of applying. “There is a clause that the forms are to be attested by any competent authority. As the Indian embassies are the only such authorities outside India it was practically impossible for an applicant to get the form attested by the embassy for two reasons. One the proximity to the embassies and two the embassies charge an amount equivalent to Rs600 for attesting the form. “As the registration itself will cost only Rs200 it was decided to do away with the attestation. So it is not necessary to attest the form at the time of applying. The attestation can be done as and when required at a later stage” he added.

The forms can be downloaded from the board’s website: www.pravasiwelfarefund.org. “In Oman I have made arrangements for the forms to be available with offcial organisations. It is available at the ISC counter at Darsait and also with both Malayalam wing and Kerala Wing of the Indian Social Club. Both the wings have assured me their wholehearted support and has arranged for the forms to be available on their websites also” he said. Every Non Resident Keralite who has completed the age of 18 but not completed 55 years of age can be a member of the fund by paying Rs200 as registration fees. Every registered member has to make a monthly contribution of Rs300 for a minimum period of three years to be eligible to get the pension. There are many other benefits like financial assistance to the family on the death of the member financial assistance for the medical treatment of the member financial assistance to the marriage of women members and daughters of the members financial assistance or loan to construct dwelling house or land for that purpose loan for self employment among other things.

Although Indian migration to Oman is apparently for the purpose of spreading their commercial activities and mutually sharing the profits, their mutual good relations are believed to have existed as early as the 7th century. It was however, in 15th century since when the Indian merchants had started undertaking commercial activities in Muscat in a quite systematic manner. The Indian community then consisted essentially of traders and financiers from Kutch and Sindh. It was during the 19th century that some Khojas reached there, and who are presently well-integrated in Oman; some of them hold even ministerial positions. A few Indian families, which have been living in Oman since many centuries, have developed their enterprises into the colossal business houses.[1]

Admittedly, the settlement of the Indian migrants in Oman has become possible only because of Omani government's liberal policy in granting its citizenship to foreign nationals. It is conceivably the only Arab country in Arabian Peninsula, which has taken such dynamic initiative, which has proved to be enormously beneficial to them in many respects. Any person irrespective of his religion or race, who has completed at least 20 years in Oman, is treated as eligible to apply for its citizenship. That's why, about a thousand Indians have so far became Omani citizens.

Oman holds an exceptional position among all the Gulf countries in terms of Basic Law of the State promulgated in December 1996, which guarantees the freedom of worship to all its inhabitants, irrespective of their religious beliefs. Such liberal policy of the government has made it possible that presently there are two Hindu temples where congregations are held regularly. One of these temples is more than hundred years old. The Hindus have been granted the rights of cremation as per their religious rites. There are nearly four temporary gurudwaras (2 in Muscat, 1 in Salalah and Sohar each), which have been built in the labour camps. Oman also has seven churches for various Christian sects living in this country. Recently the Omani government has allowed the Indian Community to build a permanent gurudwara and a temple in Oman of the likes that are seen in India itself (The current temples and gurudwaras are small, temporary, and bounded to a compound)

The Indian community in Oman is regarded to be among the prosperous communities in the country. At present, the Indians constitute almost 14% of Oman's total population i.e. 2.3 million, as it is the largest expatriate community in this country. The Indians in Oman belong to various professions and businesses. Almost 25% of them are unskilled workers, 30% of them comprises semi-skilled and 35% are the skilled ones. The rest 10% consists of professionals such as engineers, bankers, financial experts, managers/executives and businessmen. There are around 2,000 Indian doctors in Oman, who work in different hospitals and healthcare centres of the country.
Some of them are working with the local newspapers and journals; particularly those being published in English language. The majority of the Indians in Oman come from South India, constituting almost 80% of all Indians living in the country; out of these, there are Malayalees who alone account for 60% of the population. The high professional calibre of the Indians is quite obvious from the fact that the Indian companies have come to hold a quite distinct position; a number of joint venture projects have already been accomplished and many are still in the process.

We, Dubai police is considered to be one of the most forward-thinking and systematically developed Arab Police Force nowadays. Furthermore, we take pride in being the first Arabic Police Force to implement the DNA testing in criminal investigations, electronic finger prints, paperless work concept, utilizing the automatic vehicle locator (AVL) by using Loran C signals in the Gulf area, as well as, using satellite and GPS for automatic Vehicle Locator (AVL) even before it was used in many European and foreign countries. Considering the importance of effectively communicating with community, we adopted Community Policing and Human Rights programs. We always try to stay one step ahead of others by providing new, developed, electronic services, such as renewing your UAE driving license (if you are a resident or a citizen of UAE) from any part of the world.

Singapore, one of the few remaining city-states is the smallest country in South East Asia with a land area of 272 sqm (704 km2 ).It is the second most densely populated independent country after Monaco. As of September 2007, the population of Singapore was 4.68 million. 3.7 million were citizens and permanent residents. Chinese formed 75.2%, Malays 13.6%, Indians 8.8% and Eurasians and others 2.4%.

Malayalam is the mother tongue of Malayalees, who form the second largest ethnic group within the Indian community in Singapore; constituting 20% (25, 000) of the Indian population. Malayalam belongs to a family of Dravidian languages and originates from Kerala, the south-western coa st of the Indian sub-continent. Malayalam is not a dialect; it is a language with a very rich and flourishing literature..

Some of the finest and the best of contemporary Indian literature are

to be found in Malayalam. The first ever Njaana Peetom award

the highest Indian literary honour equivalent to the Nobel Prize

for Literature – was awarded to a Malayalam poet, G Sankara Kurup

in 1965. Since then, four such awards have gone to Malayalam, an

enviable feat in a country like India with fifteen official languages!

The first South Indian movie to receive the Indian President’s award

was Chemmeen, a Malayalam film acclaimed by critics abroad as a

poem in celluloid. On the trail of Chemmeen, films like Nirmalyam,

Kodiyettam, Chidambaram, Elippathayam and Piravi won national and international awards.

These achievements and high acclaim of Malayalam literature and fine

arts should form the backdrop against which we view the cultural

activities of the Malayalees in Singapore.

An impressive track record

Visitors from India have found it difficult to believe that there was a

Malayalam daily news paper published from Singapore. For fifty years,

the Malaysia Malayali - originally known as Kerala Bandhu-

kept the spirit of Malayalam alive. It started publication in 1939 from Batu Pahat in Malaysia as a weekly. Later it moved to Singapore and became a daily with the help and co-operation of its long-time publisher, K S Pillai. Malaysia Malayali was the one and only Malayalam daily outside of Kerala at that time. The credit should go to its long-time Chief Editor, V P Abdullah, a veteran journalist whose association with the paper goes back to the very beginning of its publication.

The gradual dwindling of the Malayalam speaking readership forced
the paper to cease publication in 1988.

The very first staging of a Malayalam drama was organized in Singapore as early as 1926 – more than 80 years ago. Singapore Malayali Associationoriginally registered as Malayali Samajam in 1917 and considered to be the first registerd Indian organization in Singapore presented some of the best and most well known plays. Kala Nilayam, too, has had an impressive track record in this field. It has presented some of our best cultural items and produced more than 70 plays on 220 stages. Sree Narayana Mission and Naval Base Kerala Library have also been active in the field of theatre with a number of highly acclaimed plays to their credit. Most of the well-known plays in Kerala have been staged successfully in Singapore. They include Karavatta Pasu, Ithu Bhoomiyaanu, Chavittikkuzhacha Mannu, Vila Kuranja Manushyar, Kantom Becha Coat, Puthiya Aakaasam Puthiya Bhoomi,Mudiyanaaya Puthran, Sarveykkallu,Thoovalum Thoopayum, Vazhi Thurannu,Bhagna Bhavanam, Aaraadhana, Kaattu Kuthira, Kallukontoru Pennu and Mankoalangal.

The cultural pool

In the early period, Malayalam drama and other cultural activities flourished
because of the large pool of talent that was readily available in the Naval Base area.

After the British announced their withdrawal from east of Suez in the late 1960s.

there was an exodus of the Naval Base Malayalees to the United Kingdom and India.

This left a wide gap in the Malayalam cultural scene.

But about this time, a large number of work permit /employment pass holders

began arriving from Kerala. Among them were people with wide exposure to the

new and changing trends of the Malayalam cultural scene back in Kerala.

Together with the new generation of the Singapore Malayalees, they slowly

began to contribute substantially to narrow the gap in our cultural history.

The young and daring generation

The keen interest shown by the young generation towards Malayalam drama
and music is highly commendable. Many are handicapped by a lack of exposure
to the natural tonal qualities and nuances of the language, yet they have
shown enthusiasm and daring. Some even learn their script in romanised
Malayalam. This enthusiasm will keep our stage alive and agile. Some of our a
rtistes possess beautiful singing voices and will go far with formal training.

During the last few years an average of four dramas were staged by Malayalee
cultural groups. The response from the Malayalee audience was encouraging;
hardly was there any stage performance that was not sold out.

In this connection, the role of the former Ministry of Community Development
and its successor, The Ministry of Information and the Arts is highly commendable. It has given not only encouragement but also funds to support the activities of our cultural groups.

We have come a long way since 1926 when the first Malayalam play was
staged in Singapore. We should now aim higher and, in tune with the nation,
go for excellence.

Award Winners

The works of Singapore Malayalee writers have won recognition and awards
in India. Njekkad and Vilasini (M K Menon ) are two such novelists who
have enriched Malayalam literature by drawing extensively from their
Singapore and Malaysian experience. Vilasini , an accredited journalist returned
to India to become a full time writer. His monumental work, Avakaasikal,
the longest novel in Indian literature, won the
Sahitya akademy award.

Poems by N C Kattel and M K Bhasi (that’s me!)have appeared in many
reputed literary periodicals like
Mathrubhumi, Mangalodayam, Kaumudi
and Kumkumam in Kerala and their collected works have been published
and distributed by the National Book Stall (NBS), the largest publishing
house in India. Kattel has written two plays which have been successfully
staged in Singapore.
Shakuntala, a poem by Bhasi won the Kaumudi
Award (1952). He has also won the Kerala Kavi Samajam Award 1995
for his poem,
Ahalya. Another poem, Ithile Nadannavar, receivedboth
the Gayatri Award 1997(New Delhi) and the Deccan Cultural Society
Award
1998 (Bangalore).

George Netto and Kazhimbram have a number of titles to their credit.
Other authors who have published their works in book form include
J M Moni, M P Premraj, V M Sainuddin , J Alexander ,
Sarojini Chasndran and N Valalan. Premraj’s association with the
Malayalam theatre extends to more than four decades.

K P Bhaskar and Santha Bhaskar need no introduction to lovers of Indian
classical dance. Bhaskar, the President and Artistic Director of Nrityalaya
society established Bhaskar’s Academy of Dance in Singapore in 1952.
He has written three books on Indian Dance. He has been bestowed
with many awards in India, Malaysia and Singapore including the
Pingat Jasa Gemilang (PJG) by the President of Singapore. Santha Bhaskar
joined her husband in Singapore in 1956. She taught and choreographed at
Bhaskar’s Academy. She was awarded the Cultural Medallion in 1990.
She has also received the
Kala Rani award by the Indian Film Arts Society
and the
Kala Ratnam award by the Singapore Fine Arts Society. Presently
she teaches at the Centre for the Arts, National University of Singapore.

Malayalam at crossroads

Eventhough Malayalees form a significant group within the Indian community;
the use of their language is slowly and steadily decreasing among the young
and surprisingly even among the older generation. Yet, there is a redeeming
factor: a revival of interest within the community, especially among
the young to learn Malayalam.They have shown a keen desire to be exposed
to cultural programmes in Malayalm. Asianet is playing a significant part in this.
This has prompted the community to make a concerted effort to promote
the language. The government’s new policy to encourage the various ethnic
groups to promote their languages, arts and culture has contributed to this new
awakening. Plans are in full swing to have a Malayalee Cultural heritage centre
in Little India.

The lessons from yesterday

However, our attempts to deepen our knowledge of our ethnic roots and cultural
heritage must not in any way harm the racial harmony and religious tolerance of
our society. This is what we have learnt from the perils of yesterday, as, today,
we move steadily towards the promises of tomorrow. This is what we want our
children to learn and remember as they witness the insanity which tears countries
apart and turns otherwise peaceful and gentle nations into living hell.

In this context it is worth noting that Malayalees are not of the same religious
faith. Malayalee Hindus, Malayalee Muslims and Malayalee Christians, with
their religious diversities and practices, are bound together by one thing:
their common language, Malayalam. It is the shared values that they
herish as their culture and heritage.

In recent years, large numbers of expatriate Malayalees have hit the
Singapore shores. For the Malayalee cultural scene to benefit from this,
here should be no divide between them and the local Malayalees.
The culturally aware and competent expatriate Malayalees should rejuvenate
the Malayalee cultural scene by joining hands with members of the Singapore
Malayalee Association and SMA should realize that new blood is essential
for it to ride into the future.


The Non Resident Keralites Affairs abbreviated as NORKA is a department of the Government of Kerala formed on 6 December 1996 to redress the grievances of Non-Resident Keralites (NRKs). It is the first of its kind formed in any Indian state. The department was formed in an attempt to strengthen the relationship between the NRks and the Government of Kerala and to institutionalize the administrative framework. The field agency of NORKA is known as the NORKA Roots, which was setup in 2002 to act as an interface between the NRKs and the Kerala Government. It also acts as a forum for addressing the NRKs problem, safeguarding their rights and rehabilitating the returnees

The Confederation of Tamil Nadu Malayalee Associations (CTMA), the first ever State-level Confederation of Malayalees in India, established in 1989 , that holds its pride and premium not only with Malayalees, but striving hard to extend its boundary, even beyond.

CTMA is a conglomerate comprising over 100 associations. All the associations march forward to the pinnacle of the glory through their remarkable achievements and laurels in diverse fields of activities. CTMA through these Associations and Samajams thus represent the socio-cultural aspirations of over 43 lakh non-resident Keralites living and working in the State of Tamil Nadu.

CTMA is emphatically involved in social activism, social support mediations and interventions on behalf of Malayalees, educational support services, and advisory and counseling services to the needy and the poor irrespective of their religious affinities or their economic/social status and look after the interests of the members as also to interact socially and culturally with the local population.

Any registered non-political, non-religious Malayalee Association of solid standing functioning in the State of Tamilnadu is eligible to become a member of the Confederation.

World Malayalee Council (Malayalam: à´²ോà´• മലയാà´³ി പരിà´·à´¦് Loka Malayali Parishad) or abbreviated as WMC was formed on July 3, 1995 in New Jersey.[1][2] It was inaugurated at the first ever World Convention of Non Resident Malayalees. The main objective of this organization is to provide a non-political forum to bring together the widely scattered community of people ofMalayalee/Kerala origin and strengthen the common bonds of culture, tradition and way of life.[3]WMC works towards an international brotherhood of Malayalees/people of Kerala origin to bolster their cultural, artistic and social uniqueness and give resilience and understanding towards other cultures with which they have to co-exist and interact.[3][4]

Organisation

WMC has a three tier organizational structure, (i) a global council, (ii) six regional councils (America, Europe, Africa, Middle East, India, Far East, and Australia) and (iii) local units called Provincial Councils.[3] Membership in WMC is in the provincial councils. Each province serves as the body serving the local Malayalee community. WMC also has International Forums. The Youth and Women's forum are to be formed in all provinces, which also has a three tier structure.
